Questions for a proxy list

Hello,
I'm willing to create a new proxy list (my last one was a success) but not just like all the others.. The stock script is the one you can find here: http://www.atproxy.net

What I want as an extra to that script is:
Speed checker (like on http://tech-faq.com/proxy.shtml & http://centurian.org)
Featured listing option (like on http://proxlists.com)
Country flag (like on http://centurian.org)
Total proxies, total deleted proxies and total hits given (like on http://centurian.org in the menu)

Since I'm not a good programmer (just starting a little bit, but still a rookie) I want to know if this is going to be hard... or not that hard. Normally I'd outsource some stuff to Nathan from O2Programming, but I need money for that first.

What do you programmers think about this? What are the easiest things that I should be able to do with my basic knowledge? Or is it nothing?

Know of any good other (cheaper) programmers too or not?

Nathan generally works quite cheaply, at around $20/hour. If you desire someone cheaper, I'd highly recommend taking a look at GetAFreelancer.com.

You could always approach the owner of Centurian.org and see if they'd be willing to sell you a copy of their script, or give you a copy based on the condition that you link back to them.

Thanks, I've found another owner with about the same script so I'm going to use his one. Thanks for the help though
